Quick answer
Philippine advertisers can currently check self-service access through OpenAI Ads Manager. OpenAI’s country list includes the Philippines, but the legal entity that will advertise and be billed must be based in a country OpenAI lists as available. Creating a login or starting registration is not the same as receiving campaign access or approval.
This guide was checked against OpenAI’s Help Center and Advertising Terms on 15 October 2026. Platform availability and onboarding can change, so use the live official pages before submitting business or billing details.
How to apply for ChatGPT Ads in the Philippines
- Confirm the advertiser. Identify the actual legal entity that owns the product or service, will be named in the account, and will be billed. Do not use a borrowed company identity or a seller’s account to make an otherwise ineligible advertiser appear eligible.
- Check country availability. OpenAI’s Ads Manager Availability page says self-service eligibility depends on the advertiser’s billing legal entity being based in a listed country. The Philippines is listed as available on the date of this review.
- Start through OpenAI’s own Ads Manager flow. OpenAI says advertisers can sign up at ads.openai.com. If your country is not supported, account creation alone does not grant access; OpenAI says it can notify sign-ups when availability changes.
- Complete the real business and billing details. The Ads Manager setup flow may require account, business, billing, verification and payment information. Keep names, addresses, ownership and payment details accurate and consistent with the advertiser.
- Review the campaign and destination. Account access does not approve a campaign. OpenAI reviews the advertiser, ad materials and landing page against current policies before eligible ads can serve.
Can an agency register or buy an account for you?
An advertiser should not assume that an agency account, a purchased login or a third-party “ready-made ad account” is the correct application route. OpenAI’s terms require account information to remain accurate and prohibit misrepresenting or masking the advertiser’s identity or an intermediary’s authority. OpenAI’s terms separately allow an Advertising Intermediary to manage campaigns when it has the required authority, consents and written advertiser agreement. That is campaign management on the advertiser’s behalf; it is not a promise that an agency can sell access, transfer eligibility or secure approval.

Before you submit
- Confirm which entity advertises and pays.
- Use official signup and support routes; do not share a unique login or one-time code with an account seller.
- Check the current country list, ad policies and billing requirements.
- Keep proof of authority and a written scope if an intermediary will manage campaigns.
- Do not treat an account invitation, signup confirmation or saved campaign draft as proof that ads are approved or serving.
